The big one always has 12v, the smaller one should have 12v when cranking. If it has 12v, get a new starter. If it doesn't, you'll need to check the circuit (could be a bad relay or ignition switch). In fact, a quick check if it's the relay is to swap it with another. My 2008 F150 4.6 that I bought new that only has 5,000 miles on it cranks, but does not start. It was in storage for a long time, but when I got it out of storage I changed the oil and put a new battery in it and it started and ran with no issues. I drove it to our other place that's about an hour and a half away and parked it.
